This scenario is based on the original Kharkov'42 Campaign scenario, with explicit supply added in and a number of other changes made to it.  The changes were made to try and balance the campaign, which in the original version seemed to lean toward the German side.

1.  The German infantry defensive strength is adjusted to 16, down from 18.
2.  Victory levels were adjusted quite a bit, with the Soviet player starting at a minor victory but needing to take and hole objectives to attain a major victory.  Just fighting a defensive battle will result in the battle swinging toward the German side as reserves enter the battle.
3.  Objective points were increased for existing objectives, especially for the Kharkov area, and a number of objectives were added to the southwest area to reward a Soviet player that strikes that way and holds on.  Currently, the Axis player can let the Soviets do what they want there as there are almost no objective points at risk.  This should encourage more historical defensive actions by the Axis player.
4.  Rear area security troops, numbering 600 men, are deployed around the bridges across the Dnepr river in the far southwest.  This will force the Soviets to send more than just a raiding party to the area to seize the objectives there.
5.  The Soviets have additional bridging engineers with boats to cross the Dnepr if it is selected as an objective.
6.  Trenches and bunkers have increased defensive strength.  This will strengthen the Soviet defenses in the south when and if the German panzer divisions attack, while for the Axis counterbalancing the drop in the German defensive strength.
7.  Soviet Kv and T-34 tanks have higher attack strengths, but still lower than the German panzers.
8.  Some of the German artillery units have revised fire strengths to make them more consistant throughout.
